Why "indexed in Scopus" stopped meaning what it used to mean

Once upon a time the sticker "indexed in Scopus" was a reasonable proxy for minimal editorial standards. Not any more. Elsevier's Content Selection and Advisory Board discontinues titles regularly, but the lag between a journal degrading and its delisting is long enough that unscrupulous operators can extract years of legitimising value from an index entry they no longer deserve.
